David R. Pickering, President. David Pickering is a leading expert in the field of security management and vulnerability assessment (VA), with a focus on VA efforts within nuclear weapons security programs. He has over 27 years' experience in safeguards and security, as well as intelligence and counterintelligence operations.
Pickering has significant expertise in national security related policy and program development for senior US federal agency managers, as well as experience in implementation of that policy at field sites. He has unique experience in conducting cost effectiveness analysis and protection system optimization through VAs. He provides extensive experience in working with nuclear weapon production and storage sites and civil aviation facilities, conducting and validating VA results through performance testing, scenario development, threat analysis, and employment of adversary teams. Pickering has extensive experience in working with US Department of Energy (DOE) Headquarters, as well as the DOE sites at Rocky Flats, CO; Hanford, WA; and the Los Alamos National Laboratory (LANL). Pickering has developed and delivered training models associated with 3D modeling and vulnerability and risk assessment. He is experienced in the application of computerized VA computer models, such as the Analytic System Software for Evaluating Safeguards and Security (ASSESS) adversary path analysis tool, having employed ASSESS at numerous nuclear weapons sites for DOE, and at commercial aviation facilities for the Federal Aviation Administration (FAA). Pickering is also experienced with the Joint Tactical Simulation (JTS) and Joint Conflict and Tactical Simulation (JCATS) conflict simulation models, including participation in working groups developing software improvements to more accurately simulate conflict results.
Prior to joining Project Enhancement Corporation, Pickering was Executive Vice President for GEM Technology, where he was responsible for the operation and management of the National Security Programs business unit. Prior to GEM Technology, he worked for OGDEN Environmental Services, where he served as Branch Manager for Security and Emergency Management, and earlier as Principal Consultant and Project Manager. Pickering is a former US Marine with a military training in both nuclear weapon security and Intelligence/Counterintelligence.
Frank Boosman, VP Sales & Marketing. Frank Boosman has over 14 years' experience in a variety of high technology companies. Prior to joining 3Dsolve, Boosman served as VP of Product Marketing for QDesign, a leading vendor of audio compression and security technology. Prior to joining QDesign, Boosman was VP of Marketing Communications for Be Incorporated, a vendor of software platforms for Internet appliances. During his time at Be, he also served as VP of both Business Development and Developer Relations. Boosman was a co-founder of Red Storm Entertainment, an entertainment software firm created by noted author Tom Clancy, where he served as VP of Product Development and was responsible for both long-term product direction and day-to-day product management. At Red Storm, he was one of the principal designers of the game that initiated the genre of realistic first-person combat games, Tom Clancy's Rainbow Six. Red Storm Entertainment grew out of the Virtus Studios business unit, for which Boosman served as VP and General Manager and developed the initial design for Tom Clancy SSN, the first 3D submarine combat game. Prior to Virtus Studios, Boosman was a Senior Product Marketing Manager at Adobe Systems, where he was a founding team member of the Adobe Acrobat project.
Getachew Worku, VP Product Management. Getachew Worku has 21 years' technical consulting and project management experience in engineering and software development for a diverse set of clients in the government, the nuclear electric power industry, and other private concerns. He has held positions from Project Engineer to Project Manager and to Program Manager in charge of practice groups. Over the span of his professional career, Worku has conducted a number of engineering studies and analysis, managed full Software Development Life Cycle (SDLC) projects for a diverse set of clients in the private and public sectors, and developed and delivered training workshops in radiation analysis for nuclear utilities as well as national laboratories in the US and Canada, as well as in the UK and continental Europe. Prior to joining Project Enhancement Corporation, Worku was employed by Information Management Consultants, where he served as VP of the Financial Services Practice.
